How Does Solar Permitting Work in Duval County?

Short answer: you need a building and electrical permit from the City of Jacksonville Planning and Development Department, an inspection after the work is done, and a separate interconnection approval from JEA before the system can legally be switched on.

Quick answer: Solar in Duval County is two parallel processes, not one. The building department reviews and inspects the physical installation. The utility separately reviews and approves the grid connection. Both have to finish before your system can operate, and the two do not run on the same clock.

Permits in Duval County are issued by the City of Jacksonville Planning and Development Department, which handles building permits for the consolidated city and county. Jacksonville and Duval County are consolidated, so there is a single building department for most of the county. On the utility side you are almost always dealing with JEA, a municipal utility that sets its own interconnection and credit policy independently of the state rule that governs FPL and Duke.

The Duval County sequence, stage by stage

Stage What is reviewed or done Who handles it
Design and engineering Array layout, roof framing capacity, attachment spacing and wind-load calculations for your specific address Installer
Permit application Building and electrical permit submitted with sealed drawings and a single-line diagram Installer, on your behalf
Plan review Structural and electrical review against the Florida Building Code and the National Electrical Code as adopted Building department
Installation Racking, modules, inverter, conduit, disconnects and labelling Installer
Inspection Inspector verifies the built system matches the approved plans, including attachment and labelling Building department
Interconnection and PTO Utility reviews the application, exchanges the meter where required, and issues permission to operate JEA, coordinated by installer

What actually causes delays here

  • Your exposure category is address-specific. Wind design in Florida depends on the ultimate design wind speed and the exposure category at your exact location. Two homes a few streets apart can require different attachment spacing. Do not accept engineering copied from another job.
  • Check which product approval track applies. Outside the High-Velocity Hurricane Zone, statewide Florida Product Approval is normally what is required. Confirm that the approvals in your submittal are current, because expired documentation is a common cause of delay.
  • The roof condition drives everything. If the covering has fewer than eight or ten years of life left, the sensible sequence is roof first, then array, permitted together. Removing and resetting an array later is expensive and disturbs penetrations that were watertight.
  • Utility approval is a separate queue. The building department and JEA do not coordinate with each other. A passed inspection does not mean you can turn the system on.
  • Ask who pulls the permit. A contractor who asks you to pull an owner-builder permit is shifting liability and code responsibility onto you. A licensed installer pulls the permit in its own name.

What we handle for you

We produce the engineered plans for your specific address, pull the permit with the City of Jacksonville Planning and Development Department in our own name, meet the inspector, and run the JEA interconnection application through to permission to operate.

Frequently asked questions

Do I need a permit for solar panels in Duval County?

Yes. A building and electrical permit is required, and the installation must be inspected afterward. Installing without one creates problems at resale, with your insurer, and with any future roof work.

Who issues the solar permit in Duval County?

Permits are issued by the City of Jacksonville Planning and Development Department, which handles building permits for the consolidated city and county. Which one applies depends on whether your address is inside an incorporated municipality or in unincorporated county.

Is Duval County in the High-Velocity Hurricane Zone?

No. The High-Velocity Hurricane Zone covers only Miami-Dade and Broward counties. Duval County follows the standard Florida Building Code requirements, which are still substantially stricter than most of the country.

How long does solar permitting take in Duval County?

It varies with the department workload and the completeness of the submittal, and the utility interconnection runs on its own separate timeline. Permitting and utility approval together are normally longer than the installation itself.

Does the permit cover the utility connection too?

No. The building permit covers the physical installation. JEA runs a separate interconnection review, and the system cannot legally operate until that approval is issued.
