What Is a Miami-Dade Notice of Acceptance and Why Does Solar Need One?

Short answer: a Notice of Acceptance, or NOA, is Miami-Dade County own product approval, and inside the High-Velocity Hurricane Zone solar mounting components are generally expected to carry a current one before a permit is approved.

Quick answer: The NOA is a stricter, county-run alternative to statewide Florida Product Approval. It exists because Miami-Dade wrote its own testing protocols after Hurricane Andrew, and those protocols are now used as a benchmark well beyond Florida.

An NOA is issued by Miami-Dade County Product Control after a product has been tested against county protocols, including large and small missile impact and cyclic wind pressure. Each NOA is specific: it names the product, the permitted configurations, the design pressures it is rated for, and an expiry date. For solar, the components that matter are the racking, the roof attachments and the flashings.

What an NOA actually specifies

Element of the NOA Why the reviewer checks it
Product and manufacturer Must match exactly what is on your submittal
Approved configurations Attachment spacing, substrate and roof covering the approval actually covers
Design pressure rating Has to meet the calculated uplift for your address and exposure
Installation instructions The submitted detail must follow the approved method without variation
Expiry date An expired NOA fails plan review outright

Where projects go wrong

  • Approvals lapse and get renewed on a cycle. Designs copied from an earlier job routinely reference an NOA that expired months ago.
  • Roof covering mismatch. An attachment approved for shingle is not automatically acceptable on concrete tile, which is very common in South Florida.
  • Field substitutions. Changing a fastener on site because of stock breaks the approval and can fail inspection.
  • Some hardware has no NOA at all. Racking that is entirely legal in Central Florida may have no route to approval in Miami-Dade or Broward.
  • Broward accepts the NOA framework too. Both HVHZ counties work within these expectations, though permits themselves are issued by individual municipalities in Broward.

What we handle for you

We design from the approval documents that are current on the day of submittal, produce attachment details that follow the approved method exactly, and install what was approved rather than what is convenient.

Frequently asked questions

Is an NOA the same as Florida Product Approval?

No. Florida Product Approval is the statewide system. The NOA is Miami-Dade County own approval and is generally the stricter of the two.

Do I need an NOA outside Miami-Dade?

Generally no. Outside the High-Velocity Hurricane Zone, statewide Florida Product Approval is normally what is required.

Where can I check an NOA?

Miami-Dade publishes product control approvals, and the number should appear on your permit submittal.

What happens if the NOA expires after installation?

Nothing. Compliance is assessed at permitting and installation. Expiry only matters for new submittals.

Does Broward County use NOAs?

Broward is also inside the High-Velocity Hurricane Zone and works to the same product testing expectations, with permits issued by municipal building departments.
